Property governance technology ®ICON3-PG
The ®ICON3-PG technology is designed for developing on its basis property governance information systems.
Property governance is regarded as an opportunity to have an influence upon property in some or all aspects of its existence, including its appearance, utilization, transformation and termination. Interest in property governance is generally connected with rights or some other interests in property. Bearers of such interests may be persons enjoying rights of property, governing property, operating property, or those who can benefit or suffer damage from the fact of property existence and utilization. The latter are society and its institutions, and first of all, the state.
The prevalent governance aims are the following:

providing safe property keeping, i.e. protecting property from forfeiture or damage, which may occur by physical, operating or legal reasons

proper and efficient property utilization, i.e. attribution of property to an adequate field of activity and control over compliance of actual and set utilization indices

property development, i.e. modernization, improvement of property attributes, support of acquisition, liquidation and restructuring processes
According to the basic idea of the ®ICON3-PG technology property governance is exercised by means of control over situations in which the property is positioned. The situation control is implemented by tracing differences between the actual and the expected situations.
At that, description of every situation includes description of actual property state and description of its changes.
The functional architecture of the technology is characterized below.
Architecture of ®ICON3-PG represents integration of applications on basis of a common technological core ®ICON3. It includes:

a subsystem of data collection that accumulates necessary data (using ®ICON3-C&C technology) and loads them into a structured register;

a register that acts as data storage, exercises control over data integrity and consistency, provides quick access to information and forms accounts. Here the data received from the collection system acquire the structure that reflects the icon3® situation concept (subject-relation-object);

a subsystem of property governance that solves tasks of transition from the actual situation to the target one. This transition is carried out by a series of actions that change the situation components. The actions are planned, organized and controlled;

a client of the subsystem of property governance that enables access to the subsystem’s functions and gives the following functional capabilities: regulated access to data and functionality of the governance subsystem, order and revision of accounts, conducting reference data and access to system administration.
