Issues concerning large-scale enterprises and government organizations (property accounting, restructuring property complexes, registration of property rights etc.) are inseparably linked with keeping control over property (governance). The problems stated above were solved by means of available techniques, which were prevalent in this area. But these techniques weren’t able to support effective governance, because they had an absolutely different conceptual basis and weren’t aimed at solving this task.

This problem required other means able to provide property governance. For achieving this new goal the experts of Verysell Icontri, basing on their innovative concept, worked out original techniques. They are aimed at the critical goal - enterprise governance, that’s why by means of these techniques it is possible to achieve targets unattainable by other kinds of techniques.

®Icon3 technologies are based on an innovative situation concept. According to this concept governance lies in opportunity to affect the situations in which property is positioned. Any situation may be described as a triad (a structure composed of three components) that consists of a governance subject (a person, an organization, an organization department etc.), a governance object (property) and a relation (any kind of correlation between a subject and an object).

At that, processes function as subservient elements – tools for changing situations.

The models of governance situations and processes underlie all the information systems we develop. The architecture of these systems is considerably different from our competitors’, which allows to regard it as another novation. The principal distinction of this architecture is that subsystems of collection and consolidation are included in the system as a compulsory component. It is concerned with an idea of changeability of the system under control and therefore necessity of the controlled information update.

Another distinction of our systems’ architecture is the structure of the information repositories. They are represented by data bases of two types. The first type is the data base of accounting documents. The second is the register of situations. The accounting documents data base serves for providing official information that contains in documents given by controlled structures to the collection center. The official character of these documents is ensured by the fact that the structure of the documents is determined by the collection center and the content is authorized by appropriate executors. The register of governance situations mainly contains the same information from the accounting documents, but in the register this information is restructured in compliance with the situation model.

One more architectural quality of our systems is Web-portal. In our case the portal is the major tool for collection and consolidation processes. In normal operating modes of our systems all communication between participants of data collection and consolidation is carried out by reference to the Web-portal. The Web-portal is used for making inquiries, providing access to normative and supplemental information and consolidating data concerning processes.

Development of ®icon3 technique was possible owing to availability of information concerning existing approaches to problems of management and governance, as well as due to substantial experience of the technique creators in the field of property governance.
